Respectfully returned to Col. O. Brown who seems to have misunderstood my inquiry - What I wish to know is. Is it required that all contracts between freedmen and their Employers. must be made by the officers of the Bureau. and are contracts not thus made considered invalid. also if contracts are made by the parties themselves and simply a copy filed in the office of the Asst Supt. are we to collect the 50 cts from the employer.
