I visited Mr Taylor's, and after gathering all the information concerning the case, I find that the woman (Sally Jackson) was very abusive & threatening to Mr Taylor and his family. Mr Taylor had to chastize her on one occasion when she was very insulting to Mrs Taylor, he told her that if she could not behave herself in a becoming manner, she must leave the farm. She had two small children. She would not work, yet Mr Taylor fed and clothed them as long as she staid with him. The woman is so bad that her own husband cannot live with her.

Respectfully returned to Col. O. Brown Asst Comr &c. with the remark, The testimony of Lieut Marshall appears to have been obtained from Mr Taylor, alone, and no investigation, other than this inquiry seems to have been made. By the endorsement upon this communication you will see that the matter was turned over to Lieut Marshall by Capt O. S. Pride in Sept last and was not sent to this office till the 3rd of November. I have no Asst Supt in that county at present, and had retained the paper, hoping soon to have an agent there whose decisions should not be made from exparte evidence.

The property in question was sold at confiscation sales, to Mess Chandler and Webster. We tried very hard with the aid of Judge Underwood to persuade them to let the Bureau or myself have the purchase, so as to retain it for the use of the Freedmen and save the improvements. They declined, but shortly after becoming satisfied that it was not a good bargain, it was quietly dropped.

Respectfully returned to Maj Genl O O Howard Commissioner &c. Mr S. W. Armstead having complied with the requirements of Cir No. 15. C.S. Bureau Head Quarters his property was restored. It appears from the endorsement of Capt Wilder that "the property had been confiscated and sold — but the purchasers becoming satisfied that it was not a good bargain quietly dropped it".
Evidence that the libell was dismissed by the U.S. Dist Court was furnished by the Bureau before the order of restoration was issued. Copies of certificate enclosed_ The Asst Comr is unable to explain why the court granted these certificates.

I know nothing of the merits of this case. My object in forwarding this appeal, was to learn whether the Maj Gen'l Commissioner desired the action of the Bureau courts to be final, in all cases on which they take jurisdiction_ In one case decided by this court, the decision was reversed by the Maj Gen'l Comdg the Dept.
