Applies for restoration to him of farm known as "Rolleston" situated Princess Ann Co Va
Endorsed

Norfolk Va. Nov 16th 1865
Respectfully forwarded to Capt A. S. Flagg A.Q.M &c
Petitioner John. C. Wise is a cripple and bed ridden hence his application "per clerk". Without advancing any opinion, I respectfully state on information and belief, that the farm in question was sold to Henry A Wise for bonds, which may or may not have been paid, and that Henry A wise built and resided in, the new house on the farm, subsequent to such purchase. A number of freedmen live on the farm, with some of whom Mr Wise has expressed willingness to make contracts for cultivation of the land.

Norfolk Va Nov 18th 1865
Respectfully referred to Col. O. Brown Asst Com'r Bureau of R.F. & A.L. Richmond Va. I think it should be retained for a "Poor farm" as the question of title is unsettled and evidently belongs to Henry A Wise who has not taken the prescribed oath and will not ask for the President's Pardon. We have over (40) forty cabins on the place fitted up and filled with poor colored people and no other place in in our hands which we can use for that purpose.
