Respectfully returned to Capt Flagg who will direct Lt Hawk to assist applicants in making out their papers properly_ This application has been returned to the Asst Commissioner &c direct, without these papers having been completed. This is in consequence of the application being returned to Mr Jones, (by Lieut Hawk, "inviting his attention to Endorsement of Col O. Brown & Capt Flagg.") who is ignorant of the requirements of these endorsements.

States that among the colored people on his farm is a man named "Jo" who has a wife and 6 children. on Aug 30th he went to Richmond to visit his daughter, promising to return in a few days and not yet come.
