Mr. F.E. Dow an employee of this Bureau is hereby ordered to proceed to St. Marys Co. M'd in charge of Freedmen sent to that county from Norfolk. On arriving at St. Marys River at point of disembarkation Mr. Dow will endeavor to communicate with Asst Supt Bureau R.F.& A.L. for that county and make such arrangements as he can for the comfort of the Freedmen in his charge in conjunction with the Asst Supt of said county.

Having performed this duty he will report back to Norfolk Va for duty.

Quarter Master Dept will please furnish the necessary transportation.

The within order and an accompanying ration return for 126 dependent Freedmen comprise all the information received at these Head Quarters concerning the sending of Freedmen from Virginia into Maryland.

The Government has not thus been relieved of their support.

Respectfully returned to Maj. Gen'l O.O. Howard with the report that these persons were sent to their former homes, and as will be seen by the endorsement of Asst Supt Jackson the Freedmen had sent one of their number to report whether they could find employment

This man (Morgan) reported favorably- It was supposed that these persons would at once cease to be dependent on the Government, but under any circumstances it was deemed desirable to return them to their former homes.
