States that the building occupied by him as an office (only available one in town) is claimed by private parties as private property, and rent is charged the Gov't for occupancy. During the war the building was used for a Hospital. About Sept 20th on application of Mr Kent an order was issued by Maj McDonald Comd'g. to deliver the building to claimants.
Asks if the property can be considered abandoned property.

Respectfully returned - On Sept 1st I leased the house in question to the Teachers. I found that Mrs McRea had by some means obtained possession without applying through the proper channels, and had rented it to Mr Crosby - at the earnest request of Mr Grice. I leased the property to him. for the use of Mr Crosby and at a rent of $15. per month. and gave the Teachers possession of another house. Mr Grice however came to me a few days after he had made the lease, and told me that Rev Mr Crosby was not to come to Portsmouth. and declared he did not desire to retain the house_ I charged him no rent whatever for the time he had it, and when he resigned it put the teachers at once in possession, and made a new lease for one year from Oct 1st 1865,
The rent was of course a low one, but I am informed would pay a fair interest on the assessed value of the house_ Mrs McRea had agreed to rent it furnished for thirty dollars, as I was informed by Mr Grice, and now there is little or no furniture in it.
Mr Dudley, my clerk, denies having made the statement imputed to him by Mr Bain but states that he told him, he knew nothing whatever about the matter, but would find out when Mr Hand come in, Mr Bain says that at the time I leased it, it was under a rent of thirty dollars. At that time it was in possession of Gov't, and no other lease could have been legal except the one made by me. I know of no other house that
