Norfolk Va Nov 21st 1865
Respectfully forwarded. The land here applied for was turned over by Capt Low A.Q.M. - on it are built the stables formerly used by the Quarter Master's Dept,
These stables cost the Gov't ten thousand dollars, and if the land on which they now are, should be restored to the owner, I should recommend that they be at once sold for the benefit of the Bureau.
The papers herewith filed are all that is required by Gen'l order No 19.
(Sgd) Charles. E. Johnston Asst Supt

Norfolk Va Nov 24th 1865
Respectfully referred to Col. O. Brown. Asst Com'r Bureau RF & A.L. Richmond Va. The attention of the Asst Commissioner is especially called to the endorsement of Mr Johnston Asst Supt &c, These Stables will be very useful to fit up for a Barracks for the reception of Freedmen in case the Rope walk should not be held, as the number to be supported should increase this winter. But if the Col thinks best to issue an order of restoration then I would respectfully request orders to sell these stables either standing or as lumber.
