States that he is informed by Prof Whipple of the American Mission Association that "all applications for needs, made by the Asst Com'r, which the Bureau cannot supply, will be referred to the Maj Genl Commissioner, and that, the society, will devote all its means to the Educational work". Also states, that on account of the suffering in Petersburg Dist. for want of clothing for women and children, he wrote to Prof Whipple Nov 4th (copy of letter enclosed); requests to be informed what course to pursue to secure clothing for these persons.
