Norfolk Va Dec 1st 1865.
Again respectfully referred to Col. O. Brown.
Isaac Hollin solemnly affirms that Lieut McAndle did agree with his men for $10, per month and rations, that roll was called three times per day, and men were docked if absent from first roll call_ which if true, is evidence that Gov't meant to pay them, his family were not fed by Gov't, and he made a fair bargain as did 150 others, to work as above,
He has worked thus six months, receiving nothing but his own rations, He claims pay for 6 mo's at $10. can "more light" be brought to bear.
Very Respectfully
(Sgd) H. C. Percy Cash FS & T Co
