power for the suppression of this vice complained of.
One thing is certain , the Federal Gov't should not support Virginia rumsellers. by feeding the families of men who spend all of their earnings in buying liquor, - Martial law is still in force in Virginia. I would suggest that you bring up every rumseller, that sells to Negroes, before the Provost Marshal of your District,
