Respectfully referred to Lieut Murphy Asst Supt at Hanover C.H. who will investigate this matter immediately. The farm of Mr. Higgins is in Caroline county - But are specially authorized to take action in this case.
The place where the occurrence took place, is about 2 1/2 miles from Hanover C.H. The names of witnesses are on the other side of this paper. They may all be found on the farm of Mr Higgins - Take the testimony in this case & report the facts to this office returning this paper with your report.

The aforesaid John A Allen is represented as and bears the appearance of being a rough, swaggering, & hard man, unfit for ought, but a slave driver's overseer.

I have ordered Mr Allen to be placed in arrest awaiting orders from your Head Qrs. Mr Allen is in charge of Lieut Murphy at Hanover C.H. to whom you can send orders direct if the urgency of the case demands it. If there is no haste I would prefer the order to go through these Head Qrs.
