286 Norfolk Va Dec 21st 1865 Respectfully returned to Col. O. Brown with the remark that I will execute this order to the letter but that I will require no outlay- I have personally inspected the house recently and find it in excellent repair. The teachers have cleaned and whitewashed it & they say it does not leak during the heaviest rains and I think the representation made by Mr Pegram that it was being injured for want of care & repairs simply untrue. It is evident from what I can learn from the prominent men among the colored people that they were induced to send Mr Pepper to to Washington by efforts wholly his own with the understanding that he was to do anything that promised 287 good to them as a people- that he has contrary to their wishes and intentions laid great and grievous charges against all the officers of the Bureau excepting only the two chiefs, Genl Howard & Col Brown, and that they expressly deny his right to use their names for any such purpose. I think Mr Pepper does not represent the colored people fairly- that he is a very unsafe adviser for them- he is too hardheaded & wild in his views and is too apt to urge the people to resist the proper workings of the Bureau- He is accustomed to harangue the people in mass meetings and to publicly assail the officers of the Bureau without the officers having opportunity to reply in many cases thus making the freedmen feel dissatisfied with the officers- Genl Torbert expressed a desire to me recently that I should inform the Asst Commissioner and Gen'l Howard of the course pursued by Mr Pepper and said that he ought to be removed from the District as a dangerous man- (Sgd) A.S.
