Petersburg Dec 26th 1865.
Respectfully returned. The case in question was referred to Asst Supt Cumberland Co for investigation. & has not been heard from yet. Owing to the frequent changes of Officers in the different counties. cases often lay over longer than they otherwise would.
About the time the case in question was referred to Asst Supt Cumberland Co. a new officer had been sent there to relieve an inefficient one under whose administration this outrage occurred.
