Respectfully referred to Capt Barnes for a statement as to whether any rule in the matter has been adopted in his Bureau. and also as to what the law of Virginia is in regard to making repairs on the road.

Respectfully returned. There are no orders of this Bureau governing this matter. The rule adopted by the Supt Dist. is that resident col'd people of each Co. will work on roads same as white citizens, which is thought correct. See par 26, 27. &. 28. Chapt 52 Code of Va.
Serious trouble has arisen in some counties by taxing all Freedmen without notifying them to work first.
Although we consider the tax unjust and illegal inasmuch as the state of Va grants the Freedmen no protection or priveleges, we claim he should not be taxed for her public improvements: yet, presuming that she will do it, would say that Resident Freedmen be treated same as white citizens, duly notified to work, which if they decline to do, let them be taxed under the auspices of Freedmens Court.

Respectfully returned to Captain Barnes. colored residents of a county will be required to work on the roads. under the same law which requires whites to labor.
In case this labor is not furnished in kind after the parties have been duly and properly notified, the tax provided by law may be collected by the civil officer by bringing the delinquent before the Freedmens Court.
Capt Barnes will instruct the officers of his Bureau accordingly.
