I have no official or other knowledge that this officer ever had a contract. It is not stated on the face of the account that he had such, nor the authority by which he did this service, nor do any papers accompany the acc't showing these facts.

Under these circumstances I cannot, under the orders I am acting under, approve it.

I suggest that it be returned for this information in some official form. x x x x x x x x

Many Physicians in various parts of the state have rendered voluntary service to Freedmen. If we open a door for their presentation it will require thousands of dollars to meet them. x x x x x x x x
