Capt Toby was employing men and paying them out of rations drawn for Freedmen. I ordered it stopped and men discharged as we had no funds to pay them. He did not obey the order as was found after being mustered out, when the bills were presented to this office for payment, as they were never reported I could not pay them. The men worked in
