Calling attention to the fact that the freedmen are claiming their hire for 1865 and their late owners are claiming of the hirers the acnts due for the hire, & c requesting a decision on the question. Flagg who will carry out the instructions contained in the following extract of a letter sent him Nov 5th 1865 from this office. In cases where property has been abandoned you will do well to apply the same rule that is- in cases where the parties are not embraced among the excepted classes of the Presidents proclamation of the 29th of May.
