The evidence in this case confirms the fact that these threats were made as set forth in the complaint of Milly Simpson (col'd) except the profanity which cannot be proven. Dr Palmer's testimony and Mr Willis's confession establish all the complaint with the above exception. I do not believe that there was any intention to execute this threat- It appears that Mr Willis was angry at the woman for appealing to Capt Clark for advice.
I required Mr Willis to give bonds for $500. Five Hundred dollars to keep the peace and treat freedmen properly and respectfully submit my action for the approval or disapproval of the Asst Commissioner.
