Ordway Pro Mar Dept Va. The Asst Com'r does not understand that the Bureau of RF & AL has any jurisdiction in this matter. Crandon Capt AQM &c John O'Dwyer Capt & Asst Supt Endorsement on letter of Capt John O'Dwyer Asst Supt dated Bowling Green Va (O.2) states that citizens decline getting contract approved by the Bureau Officers in order to save fifty cents- cites a case in point. Richmond Va Feby 2nd/66 Respty returned to Capt T.F.P. Crandon Supt 4th Dist Va. All contracts entered into between Whites and freedmen. which are just and fair. will be recognized by the Officers of the Bureau. Goodrich Endorsement on letter of Milo J. Goodrich dated Wytheville Va Jan 30th 1866 (G.19) asking for the appointment of "Agent of Bureau of RF &c" (addressed to Maj Gen Howard Commr Wytheville Va Jan 30th/66 Respty forwarded approved. I have known Mr Goodrich for two years past as an efficient clerk in the Quarter Master Dept U.S. Vols. He is well versed in the business connected with the Freedmens Bureau and I believe he would make an able and valuable agent.
