Respty returned. The Bureau recognize the freedom of the negro from the date of the President's Proclamation of Emancipation. As to the time from which Freedmen can collect back pay. it is considered a question for the Courts to decide.

He now desires to bring suit against the parties in the Freedmens Court of Cumberland  Co Va.
I desire to know. have we jurisdiction in such a case. have we a right to try these parties for offenses committed by them while Rebel Soldiers.

Endorsement on letter of Jos Segar dated Roseland Feb 5th 1866 (S.43) states that the property of Mrs Lavinia Vaughan has been restored to her and that the greatest part of her house is used as a Freedmens School. That Capt Wilder promised to have the freedmen removed but had not done so- requests that this be done immediately.
