Ferree dated Leesburg Jan 16th/66 (F.84) relative to claim of Henry Lee against Mrs. Annabella Luchett for his services since Jan 1st 1863 to last Harvest. Washington Feb 1866 Respty returned. The Bureau recognize the freedom of the negro from the date of the President's Proclamation of Emancipation. As to the time from which Freedmen can collect back pay. it is considered a question for the Courts to decide. Jan 11th/66 (R.13) relative to collecting claims against citizens for damages done to his property during the War &c &c Cumberland C.H. Va Feb 2nd/66 Respty returned to Capt Stuart Barnes Supt &c with the 131 information that this freedman John Robinson suffered considerably from the Rebels during the War by taking his personal property, money &c &c from him He now desires to bring suit against the parties in the Freedmens Court of Cumberland Co Va. I desire to know. have we jurisdiction in such a case. have we a right to try these parties for offenses committed by them while Rebel Soldiers. (Sgd) D.J. Bates AAAG War Dept Bureau &c Jos Segar Lavinia Vaughan Endorsement on letter of Jos Segar dated Roseland Feb 5th 1866 (S.43) states that the property of Mrs Lavinia Vaughan has been restored to her and that the greatest part of her house is used as a Freedmens School. That Capt Wilder promised to have the freedmen removed but had not done so- requests that this be done immediately. Richmond VA Feb 7th 1866 Respty forwarded to Maj Genl Howard Com'r &c with inquiry whether property after having been restored under Circular No 15 must not be given as soon as all leases on such property expire. and, if the property be not leased, whether it must not be turned over to
