Endorsement on letter of Lieut S.W. Stevenson Asst Supt dated Lovingston Jan 31st/66 (S.46) stating that on his arrival at that place he found 7 indigent freedmen in a freezing condition. he supplied them with wood and has supplied his own office with wood. asks how he is to be paid.

Resp'y returned to Capt R.S. Lacy Supt 7th Dist Va who will pay for this wood - the amount to be included in his Feb Estimate of funds. He is also authorized to purchase one cord of wood per month for the office of each Asst Supt in his Dist. until the 3oth day of April. provided it cannot be otherwise obtained.

Respectfully returned to Bvt Brig Genl E.W. Smith A.A.G. The Asst Comr understands that the "Freedmens Courts are established by authority from the Bureau of Refugees &c" but does not understand that these courts have jurisdiction in cases occurring between "loyal Refugees and Rebel Citizens" he begs leave to invite the attention of Genl Smith to Par III of the Enclosed Circular. This paragraph being the only instructions received by him on this subject.
