Head qrs Supr 8th Dist Va
Wytheville Va Feby 12th/66
Respty returned with the information that the Bureau of Refugees &c are not supplied with the necessary agent employees or transportation to answer the various unfounded charges against both black and whites. I strongly recommend that an agent be appointed in each county of this Dist for a few months. It is impossible for me to personally investigate such cases as are reported in the different counties, distant from 30 to 100 miles. while I am not allowed transportation for a clerk and cannot order an asst Supt on business except by permission from the asst com'r. I have investigated the case reported and find it wholly unfounded, it being a mere family feud.
