Brown Asst Comr with the answer. 1st that the stock has never been applied for. to me with satisfactory evidence of ownership. 2nd The property referred to within nearly or quite all belongs to another man. it was born since and while. the applicant was a Rebel. and raised by a Gov't tenant, and by your orders, increase is not to be returned. 3rd For the reason, if more is needed. that he owes the Gov't. several hundred dollars worth of stock now in his possession which he refuses to give up. belonging to our tenant. and turned over to him as security for rent due the Gov't. 4th For the reason that the sixteen head of cattle referred to within. have been sold by the tenant. and turned in to us as part pay for rent due the Gov't. and when he is ready to pay the balance, I propose to give him a Quit claim for what is left. on the grounds that matters strictly between whites do not come within our jurisdiction. If he declines to do this I propose to leave it for you to decide, whether the Gov't shall suffer to the amount of several hundred dollars or the stock be seized or he compelled to pay what he honestly owes.
