Brown Asst Com'r. who will send an Inspecting Officer to this Dist. to investigate the charges contained in the endorsement of Capt Barnes which are of far too grave a character to be lightly passed over. nor should the Officer be displaced without being allowed to be heard in his defence. and without having the opportunity of proving if proof can be had. that everything in his Sub-District is as he has represented.
The Bureau would be delighted to hear that affairs were in such a prosperous condition if upon investigation the report of Lt Ahrens should be sustained. 
Should Col Brown however be satisfied on report of his Inspecting Officer, that Lt Ahrens has not given a correct report, he is authorized to relieve that officer and order him to report to the Com'r of the Bureau for Muster - out of Service. Pleased return these papers.

Respty returned disapproved. The most positive instructions were issued, by order of Col O Brown, in the form of a Circular Order to the several District Superintendents, that no medical bills will be paid which are not authorized by this office, and none others would be approved, except in special emergencies which must immediately be reported and sanctioned. These instructions have not been complied with in this case and I cannot approve the bill.
