Smith a.a.G[[/underlined]] with the request that the guard be removed as there is a large number of cases in the jail which are [[underlined]]U.S.[[/underlined]] prisoners with whom the civil authorities have nothing to do, and probably will refuse to guard.
The Bureau has ordered that all new criminal cases be turned over to the state courts. but these parties now in custody should be tried by the commission, which I understand is now fully organized, and as they are to be tried they should be held in safe keeping by the U.S. Troops.

Lt   The above was cash. Beside the cash was a [[underlined]]check[[/underlined]] on [[underlined]]Exchange National Bank Norfolk [[/underlined]] Va. for [[underlined]]$3283.28/100[[/underlined]] and a voucher given by [[underlined]] Maj. Cochrane [[/underlined]] for corn, for [[underlined]]43322.41/100 [[/underlined]] This corn was sold I think by [[underlined]]Lt. P.C. O'Brien[[/underlined]] after his assignment to duty at [[underlined]] Fort Monroe [[/underlined]].
No statement was made to me by [[underlined]]LT. O'Brien[[/underlined]] as to where the money on deposit in [[underlined]] Exchange Bank [[/underlined]] came from, no record of any transaction of the nature of those spoken of by [[underlined]] Capt Wilder [[/underlined]], were ever in my possession and no mention was ever made to me that such deposits had been made. I have written to [[underlined]] Lt.O'Brien [[/underlined]] to learn if he is cognizant of the deposit having been made, and will forward his corn as soon as rec'd at this office.

As these horses were [[underlined]]Dr Mrs Horses[[/underlined]] the money rec'd from the negroes as security for their safety, should have been accommited to the [[underlined]]Dr Mr [[?]] [[/underlined]],
As there was but [[underlined]]$500.53/100 Dr Mr Funds[[/underlined]] transferred to me, the money to rec'd as security, could not have been all. (if any of it was)transferred to me, as the amount rec'd from one county alone was over $700. according to statements of [[underlined]]Capt. W. [[/underlined]]
