Respty returned to Capt Wm L Tidball Asst Supt Sub Dist of Middlesex. Instructions from the Asst Com'r authorizes the apprenticing of orphan Freed-children. under the same statuary provisions. for apprenticing white children. I have no instructions authorizing any modification of the stipulations, nor does any judgement favor such change. I am not in favor of binding children over 14 years of age at all.
Those younger than that certainly render sufficient service to claim in return the amount of instruction, required by the statue. I think that the less we do in this indenturing business the better it will be;

and it is only in cases where very young children must be thus disposed of, in order to secure homes for them, and in other cases where the interest of the minor is evidently to be best promoted by this course, that I approve of indenturing at all.
It is at least a modified form of slavery and in some instances that have come to my notice, the modification only intensifies slavery.
I shall submit the matter in question to Col. Brown.

A recent law has been passed by the state Legislature making it encumbent upon citizens having orphan minors of African descent indentured to them, to educate these children the same as whites.

Respty referred to Capt Flagg a.q.m. and supt who will inform the writer under what instructions he acts.  The writer was informed that all the money would go to pay citizen agents. This is so. but he must remember that in many Districts the receipts are but a trifle, while the business may be fully equal to his. Citizens who act in these Districs must be paid as well as those who act in Districts where more money is collected.
