This mill was captured in Matthews County Va by troops under the command of Brig Genl Graham. It was taken in charge by Capt O. Brow A.G.M. + [[?]] of Negro Affairs and by him taken up on his Quarter Master [[?]].
It was transferred by Capt Brown as Quarter Master's Property to Capt A. S. Flagg AGM + [[?]] 1st Dist. Bureau of R.F.+A.L. State of Virginia.
This property being [[?]] on Quarter Master's [[?]] it was not [[?]] proper by the Asst Com for the Bureau to release it.

I do not believe the charges made against Capts Bates and White. I most empathetically deny the charges made against myself.
The writer of this was discharged from the employ of Capt White A.G.M. a few weeks since. He is now anxiously looked for by the detective police of this city to answer the charge of being connected with forging the name of E.A. Rollins Com Int'l Revenue. I would respectfully ask that the matter be investigated.
