How  Supt Bu R F & AL and acting Provost Marshal Staunton, Va - is not vested with authority to try this case, and the imposition of a fine by him as a punishment in this case is an illegal and unwarranted proceeding.
If the case is of the importance which he seems to think and will not be noticed by the civil authorities, as he states, he should forward the prisoner to these Hd. Qrs with charges & specifications & witnesses in order that he may be brought to trial before a legal tribunal.
