The stores within named under the provisions of G.O. 110. A.G.O. series of 1865, properly became the property of the Bureau. Capt. Flagg doubtless took up the stores in accordance with Circular. 21. Bureau Refugees Freedmen & A.L. Dec 11th 1865. If the stores are now in possession of the American Miss'n Society having been turned over by order of Maj Genl Howard - the receipt of the agent of the society for the stores and a copy of the order would be the proper voucher to relieve Superintendent Saml. C. Armstrong from the responsibility for the same on his Property Return of "Stores pertaining to the Bureau.

Respty returned with information that the buildings which Mr Gallagher desires to purchase are merely frames with roofs. and have never been in use by the Bureau. It is almost impossible to take the proper care of them as they are not of sufficient value to guard. Shingles are daily being taken from the roofs. and even the frames have also been seriously injured by some party or parties unknown.  
I would most respectfully request an immediate authority to dispose of them. as it would be greatly to the advantage of the Bureau.
