Rec'd Back Apl 6th" 1866 Bureau RF+AL Head Qrs 9th" Dist Va Fort Monroe Apl 3"/66 Respty returned. From careful inquiry and investigation I am satisfied of the truth of the within statement. The confiscation sale of this property was a fraud on the government in that certain parties at the time of sale urged that a destitute widow wished to buy it. said Mrs. Mallory. being the former owner, and at said time by no means destitute. Thus this property was sold [[strikethrough]] for [[/strikethrough]] almost for nothing. (Sgd) S.G. Armstrong Dept 9th" Dist Va [[left margin]] S.C.
