State of West Virginia - Jefferson County set before me H.I. Daniels a Justice of the Township of Harpers Ferry and int the county aforesaid in the person of William Richards personally appeared S.V. Yantis whom I hereby certify to be the lawful agent and attorney of he said William Richards, duly elected constituted and appointed by him according to Law give under my hand in my said township of Harpers Ferry in the aforesaid county this 1st day of February 1866.
