Your petitioner Jane O. Bayly formerly of the County of Accomac and State of Virginia respectfully represents, I am the widow of the Hon Thomas M. Bayly deceased late of Accomac County who represented that District in Congress for several years
After the death of my husband in 1840 (twenty five years ago) by the advice of my step son the late Hon Thomas. H. Bayly of Accomac I removed to the City of Richmond to educate my three children one of my daughters having married in Richmond before my son & youngest daughter had completed their education I have since that time made Richmond my residence

I own a farm called "T.B" in the County of Northampton State of Virginia, given me my first husband Kendall Addison in fee simple which has been rented out for more than twenty-five years and the rent regularly paid to me during that period

For some years before the war the farm was rented to Mr Levin Winder, who continued to occupy it until the time of his death which occurred some time during during the last year when the U.S. Authorities took possession of my farm.  Now as I have never in any way - although living in Richmond broken any of the blockade laws seeking intercourse by letter or in any other way to learn the condition of my property I was resting contented believing that - often the Country became settled I could then receive my rents.  I knew nothing of the death of my tenant until my son in law D. Joynes returned from a visit to the Eastern Shore some six weeks after the evacuation of Richmond when he informed me that my farm was in possession of the U.S. Authorities.
