Corporation of the City of Norfolk
State of Virginia  To wit:

This day personally appeared before me a notary Public in and for my Corporation upon George Blow Jr who having been first duly sworn deposeth and says as follows:
I am the son of George Blow Sr the owner of the property referred to in accompanying petition.  Am a practicing Lawyer and have resided in Norfolk for Twenty five Years, during the greater portion of which time my Father George Blow Sr. has resided in the County of Sussex, or James City.  And at no time within that period has he resided either in Norfolk or Portsmouth.
At the period of the occupation of Norfolk by the Federal Forces, he was residing on his farm in the County of Sussex and State of Virginia and has continued there up to the present time.
My Father is Seventy Eight years of age, is very infirm, and incapable of leaving his room for any distance, or of attending to any Business, and has in no way been connected with the late Rebellion, by bearing arms, or in any other way.
His Property, in Norfolk and Portsmouth for Thirty Years past has been managed by an agent, and at the Time of the Seizure by the [[strikethrough]] request [[/strikethrough]] authorities of the Government, was held by his regular Tenants under contracts made with his duly qualified agent. 
Subscribed and sworn to, before me, this 5th day of September A.D. 1865.
