Colonel:
James L. Clayton, of Lynchburg Va, having produced the special pardon of the President, is entitled to the possession of that portion of his real estate held by this Bureau as abandoned or confiscable.

He has made application for the restoration of a tobacco factory on Twelfth Street, in the city of Lynchburg, now occupied as quarters for negroes.

You are hereby authorized to return said property to him, if held as "abandoned", as soon as proper regard to the welfare of the Freedmen not occupying it will permit.  You will please
