City of Portsmouth } S.S.

Stephen Cowley a citizen of Morgan county in the state of Alabama temporarily residing  in Portsmouth, respectfully represents under oath that he owns in fee the house and lot at the intersection of Loudon and Middle Streets in Portsmouth an abstract from the deed for which is herewith filed. That on the 21st of April 1861 with his family he migrated to Alabama to reside where he had been ever since leaving said property in the care of JS Stubbs Esqr, and [[?]] that the same in the spring of 1864 under the direction of the Medical Department of the Army was placed in the occupancy of the Chaplain of Balfour Hospital who continued therein until the latter part of Septr 1865, upon vacating which the same was transferred to the Freedmen's Bureau. That for its release he has been subjected to much trouble and expense in coming on here and prays that said property may be speedily restored. That the Amnesty Oath of May 29th 1865 has been taken by him and is herewith filed. The oath that he is not included in any of the exceptions of said proclamation is also herewith enclosed and that no libel for its confiscation by the U.S. is
