Dear Sir

The undesigned as agent and friend to Zadock W Culley of the County of Matthews in the State of Virginia asks for the restoration of the House and Lot situated on the South side of the South Street in the city of Portsmouth in the State of Virginia bounded on the West by the property of Daniel Murray's estate [[strikethrough]] [[?]] [[/strikethrough]]and Isaac Brainley on the East the property of said Zadock W Culley as will appear by the certificate of the clerk of the Court of Hustings for the city of Portsmouth. 

Mr Culley has never been with service of the Confederate states, has always resided in the County of Matthews for the last ten years and has taken the oath prescribed by the proclamation of President Johnson as will appear by a certificate thereof herewith filed.

This property has never been libelled for confiscation and your petitioner has been agent for said Zadock W Culley for the past ten years or more, renting out the same and otherwise managing the same. Your petitioner is a loyal citizen [[strikethrough]] of [[/strikethrough]] to the Government of the United States.
