Portsmouth Va Aug 14th 1865
Lieut. Jno. H. Keatly
Asst. Supt. Freedman's Bea

Dear Sir
I would respectfully ask your kind favor and attention to this application now before you if you please. I have understood that my property which has been used by the military for the last two years and better in the City of Portsmouth on the Corner of Washinton & King Streets, which never was confiscated or recorded in any of the Offices of Government, the taxes all paid upon it as required by Government, and not abandoned property, for I was using it when the military took possession of it being as they stated the most convenient place for their purposes, now no longer in use by the Government I would pray your sympathy in my behalf that the said property may be restored back to me. I am a mechanic, it is my only means of support that is my workshop. I borrowed the means to prepare my place of business and I owe for it. My creditors are calling on me for their just debts I am unable to meet them also having a very large family on me I pray your Sympathy though a stranger, for the restoration of my property. I am able to produce testimony as regards my character & standing and proof to all I have stated. You will oblige me and receive the smiles and thanks of six infant children and aged mother with four others depending on me for a support
Respectfully
Jno. E. Deans

P.S. Should this property not be restored to me be please to notice my application of Aug 12th in regard to possession either by rent or other ways on the most favorable terms you can. As I am using it now by the permission of the Q. M. until further orders.
Yours
Jno. E. Deans
