0773 War Department Bureau of Refugees, Freedmen and Abandoned Lands. Washington, Oct. 2nd, 1865. Col. O. Brown Asst. Commr &c. Col, Mr. Richard Eppes of Petersburg Va. having received a Special Pardon from the President of the United States you are hereby directed to restore, so far as the jurisdiction of this Bureau extends over it, the property formerly owned by him which you now hold as abandoned. Said property is situated at and near City Point Va. This restoration will be made subject to the requirements of Circular No. 3 current series from this Bureau and on condition that present lessees be allowed to retain possession until the expiration of their leases. Nothing in the order of restoration is to be construed as giving any claim upon this
