be restored to him with his rights and priviledges as a citizen of the United States.  He herewith files the oath of amnesty under the President's proclamation of the 29th May 1865, the oath that his case is not embraced in any one of the exceptions contained in said proclamation, and the certificate of the clerk of the District Court of the United States at Norfolk, that no steps have been taken to confiscate the said property.
