Your Petitioner, James Fleming of the City of Portsmouth, state of Virginia would beg leave most respectfully to represent that the estate owned by him now or previous to the war, did not amount in value or exceed in value the sum of twenty ($20,000) Doll's and consisted of a house and lot in the City of Portsmouth situated on the north side of County Street, between Court & Diniddie Sts, and valued at Two Thousand ($200).) Dolls. Your petitioner would also beg leave to state that he does not come under any the exceptions contained in the Proclamation, a copy of which in herewith filed. He has not been engaged either in Army or Navy of the so called Confederate States, but his pursuits during the Rebelion were of a civic nature. His age was fifty five on the Twentieth of April last. He claims to be a Loyal citizen, and prays that restitution of his property herein before discribed may be made, and your petitioner will ever pray &c
