Sir

In the matter of the restoration of the estate of the late Dr Corbin D. Fletcher I have the honor to submit the following 

1. It appears that Dr Fletcher who owned the property is dead

2. That at the time of his decease and for a long time subsequent thereto no proceedings in form had been had for a decree of confiscation.

3. That the only heir to the property is an infant son of about the age of six years. 

These facts are undisputed, and are also confirmed officially by an Officer of U.S. Treasury as appears by endorsements on exhibit B. and also upon the letter of the Administrator James H. Fletcher. 

Upon this state of facts it is respectfully asked, that the property in question be restore to the Administrator at as early a day as practicable for the following among other reasons,

1. The original owner being dead, and at the time of his death no proceedings having been commenced against him, or the property, for its legal confiscation, it is now immaterial whether he was
