Respectfully forwarded. The applicant has received a pardon from the President (which I have seen) dated September 10 1865. The files herewith proof title = Amnesty Oath = & Certificate that the libel against his property has been dismissed. 

The restoration of the property will not be detrimental to the interests of the freedmen -
