Chief Qr. Mr's Office Dep't of Va.
Richmond Va. September 7th 1865.

Respectfully returned to the Qr. Mr. Gen'l U.S.A with the report, that soon after the occupation of Norfolk in 1862, the Ship Yard in which this Saw Mill is located was taken possession of for Gov't purposes being at the time abandoned, and it has till recently been so used; when the Ship Yard and Saw Mill being of no further service to the Qr. Mr. Dept, it was turned over to the Bureau of Refugees, Freedmen and Abandoned Lands, in compliance with the provisions of Gen'l Orders No 110. Current Series War Dep't A.G.O.

The Ship Yard is owned by a Mr. Archer, and was by him leased to Mr Graves.

Both of these parties I am informed rendered all assistance in their power to the Rebel Gov't, and Mr Graves was prominent in sinking the obstructions in the James River at Drury's Bluff.
