In addition to endorsement on application I would make the following statements. I learn from reliable sources that Mr. Graves at the beginning of the war had contracted with the Govt. of the U.S. for the rebuilding of the Revenue Cutter "Duane" under pledges of remaining loyal to the Gov't. He drew money in part payment therefor from the Gov't. But before the completion of the cutter the Rebels took possession of Norfolk, and Mr. Graves turned it over to them [[strikethrough]] the cu [[/strikethrough]] Subsequently he became a large contractor for the building of vessels for the rebel navy.
