Portsmouth Va. Decr. 16th. 1865.

Sir.

I am the owner of property in the City of Portsmouth State of Virginia consisting of a lot of land with its appurtenances situate on the South side of County Street, between Green and Effingham Streets in the City of Portsmouth and bounded as follows, to wit:  Beginning Ninety feet West from the intersection of Green & County Streets, thence West and along County Street forty five feet, thence South one Hundred and thirteen feet, thence East forty five feet, thence North One Hundred and thirteen feet to the beginning, upon which there are two tenements, which property is now in possession of the Freedman's Bureau and I most respectfully request its restoration to me.  As evidence of title I beg leave to refer to certificate herewith filed marked A.  I have taken the oath under the Amnesty Proclamation of the President of the 29th day of May 1865 as witness certificate herewith filed and marked as Exhibit B.  I on oath declare that I do not come under any of the excepted clauses of the Presidents Proclamation, and that I am a loyal citizen of the United States, nor do I come under the $20,000 clause thereof.  Praying that said property may be restored to me and your Petitioner will ever pray.
