Sir-

I respectfully make application for the payment to me of rent for my property on Talbot Street in this city, up to the 16th day of October last from the date (unknown to me) when the U. S. authorities first took possession of it, which they did, as I am informed, not long after their entrance into and occupation of Norfolk in 1862.

This property was restored to me on 31st Oct. last by your official order of that date. It was seized & occupied by the U. S. authorities on the ground of Military Necessity, & not as abandoned property. It has been, as I have been informed, regularly reported on the Quarter Masters Rolls as coming under the head of "undetermined rent", & therefore has evidently been held & considered by the Department as liable for rent.

I regard thirty five dollars per month as a low price for the use of this dwelling, the range of stables, & the very large & commodious area of ground attached to the premises. I am now asking more then that price to private persons.
