Colonel,
Mr. E W. Hudgins of Dinwiddie County, Virginia, having received a Special Pardon from the President of the United States, you are hereby directed to restore, as far as the jurisdiction of the bureau extends over it. the property formerly owned by him, which you now hold as abandoned,-such restoration to extend to property formerly owned by him which has not been libelled for confiscation in the U.S. District Court, and also to that against which the proceedings in said Court shall have been dismissed.

   This property will be restored subject to the provisions
