was an evident misconception of the matter in this aspect. It is true he was at one time suffered to have quarters in the Navy Yard, but becoming insufferable he was denied that privilege and allowed to quarter where he could. The lease in question was granted when I was and had been an applicant for it, for several months. My application was made to Lieut Keatley - I offered a much higher sum than is paid by the present occupant and the grant of it was promised me, only awaiting the removal of Major Lucas whom I did not wish to disturb.

The house is furnished with costly furniture which I have good reason to believe indeed can show is being very seriously damaged. The dissolute and desperate habits of the occupant, which are publicly known, guarantee more than what I intimate in this connection - though I have no disposition to dwell upon considerations of this character. In conclusion, I would remark, that it has been unusual here to lease out such property for more than a month - Only in one case that I am aware of has it been done & in that instance the Department at Washington has ordered the lease to be cancelled. I submit the matter relying upon your ready recognition of other considerations not mentioned & pray your early attention to this application -
