I Wm R Willis a notary public of the county aforesaid & State of Virginia, do certify that Wm K Jennings personally appeared before me in said county & made oath [in due form of law, that he is not embraced in any of the exceptions contained in the President's proclamation of 29th May 1865

I Wm K Jennings do solemnly swear in the presence of Almighty God, that I will henceforth faithfully support protect & defend the Constitution of the United States, & the Union of the States thereunder, and I will in like manner, abide by and faithfully support all laws and proclamations which have been made during the existing rebellion with reference to the  emancipation of slaves - so help me God.
