To Col O. Brown. Commissioner for Virginia 

Your petitioner Cary S. Jones of the county of Elizabeth City, would respectfully represent that he is the owner in absolute property of a tract of land on "Mill Creek" in said county, containing about two hundred acres. bounded by "Mill Creek" on the South. William P. Brittingham's land on the East, & North, on the west by the lands of Outter, & on the north by the Buckroe Estate; Kelley & AG; Said Farm is Known as "Ocean View" That  your petitioner owned & occupied said premises, till the proximity of actual hostilities compelled him to leave. That the accompanying papers show that he did not "abandon" his property, as defined by the Hon. Attorney Genl. of the United States. That your petitioner is now & has been for years an old & feeble man; that he has never taken up arms against the United States. That he has been residing 
for two years prior to the cessation of hostilities with the U.S. Military lines, by permission; That he has taken & subscribed the Amnesty Oath, & the same he has observed in good faith: That no proceedings whatever have ever at any time been instituted against said property; That your petitioner is not within any of the excepted classes of the Presidential Proclamation. That your petitioner is entirely dependent upon the income from this small property.

That if restored he will rent the same to the Freedman this year. In consideration of the premises, your petitioner would respectfully ask its restoration - & the rents &c.
